The advance in information technology and broadband internet makes the teaching and learning surroundings of internet more and more popular and important. In the past, the studies on internet teaching put more emphasis on the construction of internet teaching systems, the design of teaching materials, and learning evaluation, while these studies, to some degree, neglect the problems confronted in internet teaching. Therefore, this study aims to research the obstacles that the teachers of public elementary and high schools met in expanding internet teaching. First, we make most of the questionnaires distributed to employees of Hsinchu City internet Center as well as many teachers of Hsinchu City's public elementary and high schools to design the questions for this study. And then through stratified sampling of the questionnaires for Hsinchu City's public elementary and high schools, we reach the conclusion that (1) in ”expenditure and equipment,” average schools lack expenditure; (2) in ”aid and management,” the preparation for teaching equipment consumes both time and energy; (3) in ”curriculum and teaches,” the internet teaching materials are hard to design. These are main obstacles met in the process of expanding the internet teaching in this area.
