科技校院第三週期認可制校務評鑑結果後設分析

Meta-Analysis of the Outcomes About the Third Period Accredited Systems of Schools Evaluation of the Technological Universities and Colleges

摘要


本文係探討科技校院第三週期(103-108學年度)首次實施認可制校務評鑑時,各受評學校的評鑑結果之後設分析,了解科技校院採用認可制校務評鑑的情形。採文件分析法探討認可制校務評鑑結果,藉由社團法人台灣評鑑協會所公布評鑑報告書,分析74所科技校院校務評鑑項目紀錄之優點、特色、待改進及建議。資料分析統計後發現:評鑑指標、評鑑結果核定標準及評鑑報告書書寫格式不同年度的標準有差異,受評學校提出申復比例高達42.39%,認可結果報告書紀錄之優點、特色、待改進及建議的正負面意見次數與評鑑結果核定的連結性不一致。建議如下:校務評鑑同一期程的評鑑指標宜採同一規準、認可結果報告書與評鑑結果的一致性宜透明化;對學校的建議:校務研究(IR)單位建置與功能發揮、依PDCA品管持續推動學校自我改善。

This paper explored the effects about the accredited systems of schools evaluation of the third period (103-108 school years) of the technological universities and colleges. This study was used the meta-analysis method was used to explore the effects of the outcomes of evaluation on schools in third period (104-108 school years) at 74 colleges. We found the merits, characteristics, improvability, and suggestions to categorize the items of quality records by the outcome reports. The different standards, appraised and decided, forms of theevaluation on schools caused the high percentage (42.39%) to appeal to Taiwan Assessment and Evaluation Association. The outcomes of the accredited systems and evaluation on schools were inconsistent. To evaluated institutions: The evaluated items should be consistency and standardized. The outcomes of the accredited systems and evaluation on schools were consistent and openness. To technological universities and colleges: The technological universities and colleges should set the researching departments and exhibit the functions. The technological universities and colleges will improve by the PDCA of quality control.
