本文係以「紮根理論」研究方法,對於長期在農田水利會工作者進行深度訪談,深度訪談七位服務年資超過二十年的現職人員,包括管理階層及一般職員,以收集資料,再取三名復訪,將談話內容逐一記錄,再由資料分析篩選出「組織使命」、「倫理規範」及「績效導向」三個層面可能之價值項目,並經理論飽和測試四名,以確認訪談內容已達重覆,即所得到的資料已足以呈現三層面之價值項目。 以深度訪談內容編製問卷,再依據問卷調查結果統計及分析,以「多數認同」、「優先性」及「固定性」篩選出農田水利會行政核心價值,在「組織使命」層面為「會員利益」,在「倫理規範」層面為「恪守法紀」,在「績效導向」層面為「專業」與「團隊合作」,期有助於農田水利會從業人員執行任務之依循,作為推動農田水利事業之動力,激發認同及共識,產生積極動機及力量,期發揮農田水利會組織功能及其行政效能。
With the “grounded theory” research methods, we interviewed some personnel who has worked in the Irrigation Associations for a long time, visited 7 current personnel who worked in the IAs for more than 20 years, including the director and the staff, and then we interviewed the selected 3 personnel once again, and kept the record one by one in order to collect the information. Then we screened the possible core values of “organization mission”, “ethics standard”, and “achievements guidance” by data analysis. After “theoretical saturation” sufficiently testing 4 personnel, we make sure that the content of interview has been overlapping, i.e., the information sufficiently presents the core values of the 3 facets. Use the afore-mentioned information to make a questionnaire, and by investigating the statistics and analysis of the questionnaire, the administrative core values of the IAs have been screened from “the most approvals”, “the priority”, and “the constancy”. In the facet of “the organization mission” is “the member welfare”, in the facet of the “ethics standard” is “honestly follow the law and discipline”, and in the facet of “achievements guidance” is “profession” and “team work”. We expect this will meet the jobholders in the IAs to carry out their missions, in order to empower the business of IAs, to inspire the mutual recognition, and to generate the positive motive and strength. We expect that will well-organized the function and the administrative efficiency of the IAs.
