大學政策管理模式與機制建構之研究 -以學務業務為例-

摘要


摘 要 本研究有見於目前大學的生存環境日趨惡劣,其原因包括有原有學校的競爭、新興大學林立、國外學校來台招生、政府採認大陸學歷、政府補助日益減縮、遠距教學普及化以及國內出生率逐年下降等。同時由於市場漸趨自由化,也使得大學領導階層考慮,是否以企業化的方式經營。本研究認為導入政策管理可以改善上述情況,暐悇F策落實學校之理念、發展其特色,亦可使單位之策略制定有明確之指導綱領可依循,並將行政業務處理之程序、問題或欲達到之目標,經由政策之指導,適切地溶入高層領導管理之理念並使其外顯化(explicit);在組織目標與部屬意見中取得平衡點;部屬成員可自由發揮,但仍有原則性規範以導引其至有意義之主題;藉由政策之指導使各單位主管皆有正確之政策思維,使其在訂定策略、討論議題及制訂各項準則、規章、辦法時,不致於失去方向;在明確的政策指引下,資源可做更有效率及公平之分配,更有助益於學校競爭力的提昇。 本研究藉由政策及策略相關文獻探討,分析政策與策略之差異性及其關聯性,以說明大學行管理導入政策之理由。再進一步研究政策相關理論,試著建立一般大學政策管理模式及其制訂過程,並尋找一般可代表性之學校做為實地驗證之個案,且經長期深入訪談方式以瞭解其業務運作與發掘其問題所在。將原已訂定之政策管理模式經評估再給予修正,使發展之模式可適用於一般大學政策之制定、執行與管理。另外本研究在探討理念、政策與策略相關文獻時,亦分析獲致以下結論: 一、政策與策略之差異性以及政策管理與策略管理之差異性 二、發展政策與策略之關聯性模式,包括:一般性政策與策略之關聯性架構模式、政府機關與企業之政策與策略之關聯性架構模式之比較。 三、發展理念、政策與策略之關聯性模式,包括:理念、政策與策略之系統關聯模式、一般性政策與策略之關聯性架構模式、落實理念之程序—以知識創造模式說明。

Abstract Competition between domestic universities, establishment of new universities, foreign institutions recruiting local students, government’s recognition of academic records from Mainland China, reduction in education aid from the government, increased popularity of distant education and the declining domestic birth rate all worsen the existence of current universities. At the meantime, executives among universities consider implementing business models to run their schools due to the market tendency. This study believes that applying policy management can better those situations stated above. That is, policies are able to help reach school’s principles, develop their characteristics, guide departments to proper decision making. Moreover, policy management can explicitly incorporate the process of administrative works, problems or goals into management’s ideology. At the same time, balance can be reached between the organization goal and staff opinions; therefore, staff can operate freely but yet working towards meaningful objectives within certain guidance. Additionally, administrators will be able to formulate regulation and instruction without losing direction. With clearer policies, recourses can be used more efficiently and evenly which in turn, will enhance the competitiveness of schools. With the aid of discourse analysis in policies and strategies, this study examines the difference and relationship between polices and strategies and explains the reasons for adopt policies. Secondly, this study takes a look at policy related theories and tries to establish general university policy management models as well as the process of establishment. This study also selects an institution as the empirical evidence to unveil its operation and problems by a thorough investigation. It evaluates and revises the original policy management model so that a newer model can be suitable for general universities. This study concludes with: 1.the difference between policies and strategies; the difference between policy management and strategy management 2.the correlation between developing policies and strategies, including: the comparison between the frameworks of general policies and strategies and those of government bodies and businesses 3.the correlation between developing ideology, policies and strategies, including: the correlation model of policies and strategies, the model of general policies and strategies, and the process of executing ideology--- illustrated by the model of knowledge creating
