應用投入產出分析探討廢棄物之物質流平衡關係

摘要


本研究應用投入產出分析探討廢棄物之物質流平衡關係,以家戶垃圾及一般事業廢棄物為主要的探討對象,回顧投入產出分析、物質流分析、廢棄物投入產出WIO及脫鉤指標等相關文獻,利用行政院主計處公佈之投入產出表(I-O table)與修訂、更新台灣地區物質流分析(MFA)資料庫,最後結合投入產出表與廢棄物之物質流分析架構,探討各個部門的廢棄物產出情形。 本研究欲了解台灣地區物質流並更新其資料庫,其中尤以廢棄物之產出量為探討重點;且應用物質流分析與投入產出分析,推估台灣地區產業部門之一般事業廢棄物產出率;結合一般廢棄物排放帳與國民所得,估算家戶部門之垃圾產出率,並且延伸一般事業廢棄物及家戶垃圾產生量之時間序列資料,預測未來廢棄物產出情形;最後彙整物質流分析與經濟發展指標,探討廢棄物產出與國民所得之脫鉤現象。 由本研究之物質流資料庫更新結果可知,國內製造產出(DPO)呈現先上升後下降的趨勢,主要由於未妥善處理之廢棄物呈倒U字型;各部門廢棄物總排放量之產出率以營造業最大,農業則次之;預估台灣地區2010年農業廢棄物、工業廢棄物、營建廢棄物、家庭垃圾產生量皆呈現緩慢下降的趨勢,而服務業廢棄物產生量呈現緩慢上升之趨勢;廢棄物產出與國民所得之關聯中,DPO與GDP的變化無明顯脫鉤的現象,而固體廢棄物與GDP之變化,則有明顯脫鉤之情形。

This research is using the input-output analysis to discuss the waste of material flow balance, take municipal solid waste and general industrial waste as a major subject, and reviewing those documents of input-output analysis (IOA), material flow analysis (MFA), the waste input-output analysis and decoupling indicators, also using the I-O table which is announced by Directorate General of Budget, Accounting and Statistics of Executive Yuan, by revising and updating MFA data base in Taiwan, and combining the I-O table and MFA framework of waste. This research wants to correct the MFA framework in Taiwan and to update its data base, and taking the volume of garbage generated as a priority of discussion; applying the MFA and IOA to estimate the general industrial generated rate, and extending the sequential data of volume of general industrial and municipal solid waste to predict the situation of the waste generated in the future; finally to archive MFA and economic development indicators, to discuss the decoupling between the waste generated and national income. From the updating result of material flow data base of this research, we know DPO is displaying a tendency toward increasing first, then decreasing afterwards. This situation is mainly due to non-disposal of waste show the upside U down; and we predict the tendency of volume of agriculture waste, industry waste, building waste and municipal solid waste in 2010 will be displayed toward decreasing slowly in Taiwan area. And volume of service waste will be displayed toward incresaing slowly;there is no obvious decoupling of DPO and GDP between the connection of the waste generated and national income, and there is obvious decoupling from the variation of solid waste and GDP.
