永續資源管理的焦點為檢視與調節物質及能量之流動,面對有限資源物質,以及於資源物質之使用引發其與能量流動所導致的環境問題,在經濟與環境不斷上升的雙重壓力之下,如何藉由物質及能量之有效管理,讓資源循環再利用並減輕環境衝擊。 本研究針對台灣物質流資料庫更新至2012年後,發現物質流相關統計資料顯示,國內開採有185.72百萬公噸,其中以礦物礦產的開採佔最高比例;而進口物質方面總共有201.69百萬公噸,以化石燃料為最大宗;排放到環境的污染產出共268.61百萬公噸,其中空氣污染之溫室氣體產生了263.38百萬公噸,為排放到環境的污染產出最多者。 本研究以文獻資料整理方式,回顧永續資源管理之名詞定義、工業生態學及物質流分析等基礎理論,以瞭解永續資源管理可運用概念及管理工具;整合分析國內外永續資源管理演進、推動策略及法令政策等發展趨勢,瞭解目前發展現況及相關問題分析;針對永續資源管理之評估指標系統、總物質需求及資源生產力IPAT因素分解等概念進行探討,以及更新物質流資料庫;依不同經濟體尺度、考量經濟體耗用最大部分,以及考量將區域內之能資源整合與既有工業區生態化鏈結概念,歸納提出一套永續資源管理架構,並可供主管機關做為後續與未來推動永續資源管理政策推行之參考。

Explore for assessment index system of sustainable resource management and resource productivity IPAT factor decomposition concepts, and depending on the scale economies, in order to be able to consider both the resources and the industrial zone in the area of ecological chain integration, summarized propose a sustainable resource management framework, and is available as a follow-up and future authorities to promote sustainable resource management policies implemented by the reference.
