摘要

海岸觀光和生態旅遊為台灣近年來快速成長的觀光產業部門。包含了野生動物的觀賞、賞鳥活動、露營、騎自行車、釣魚、划船、漫步和生態教育等活動普遍受到台灣民眾和遊客的喜愛，然而，上述活動因可能對當地居民和實質環境產生衝擊。因此，如何規劃適宜的活動類別和評估活動區位的適宜性，成為海岸觀光規劃的重要議題。由於活動和環境之間的關連性和互動的複雜性，使得規劃的任務更加困難。有鑑於此，本文之目的在於發展一個整合評估矩陣和情境分析的系統評估架構，用以評估海岸觀光發展的永續性。針對好美寮自然保護區的實證結果顯示，無需器材和無接近資源的活動，為適宜的活動型態，研究結果顯示，本文所提出的評估架構將有助於永續海岸觀光的評估和發展。

Coastal tourism and ecotourism are two fastest growing sectors of the tourism industry in Taiwan in recent years. Wildlife and bird watching, camping, fishing, boating, rambling, and environmental education are gaining popularity around the island among Taiwanese tourists and recreationists. Many areas have shown adverse effects of these human activities on natural environments and neighborhood communities. It is, then, imperative to identify appropriate activities allowed and to assess the sustainability of individual sites before these fragile environments are irreversibly ruined. The purpose of this paper is to develop a systematic analysis of sustainability assessment of a coastal area, namely Haomeiliao Nature Preserve by utilizing integrated assessment and scenarios approach. The assessment framework proposed is a useful tool for sustainable tourism development. The analysis reveals that ”no equipment required, no access to resources” is the most appropriate activity type across all four scenarios. Our results suggest that the targeting method employed is a useful tool for sustainable coastal tourism development.
