電子化政府所產生的正面效益之外,更應於政策過程中加以評估其是否會產生負面影響,才能真正有助於達成政策成果。本研究即以銓敘業務主管機關推動銓敘業務電子化系統(銓敘業務網路作業系統)為例,運用相關資料蒐集、文獻探討,結合準參與觀察、問卷調查等,就人事行政人員的角度,研究電子化政府方案對人員態度(評價)及行為產生之影響,進而研擬出可行的改善策略。 而本研究的發現如下: 一、 人事行政人員對銓敘業務電子化系統的評價 (一) 多數人事行政人員對該系統的評價是傾向滿意的。 (二) 友善性、穩定度、速度及流通性仍須改進。 (三) 服務機關層級較低、年資較深、簡任或委任、年齡較高者,給予較高的系統評價。 二、 銓敘業務電子化系統對人事行政人員工作相關影響 (一) 多數人同意系統對工作有正面影響,但多數不同意會增加工作複雜性。 (二) 多數人認為系統會改變工作方式(型態)。 (三) 電子化的效益尚有限,宜再思考更簡化作業。 (四) 整體而言,地方機關的人事行政人員對正面工作影響的評價明顯較高。 (五) 電腦素養較低者較明顯認為系統會增加工作複雜性,又中度教育程度者較明顯認同系統對工作的協助。 三、 銓敘業務電子化系統對人事行政人員行為相關影響 (一) 大多數的人事行政人員已能適應系統的運作,且不明顯認為會增強資訊權力及成就感。 (二) 大多數不認為系統會造成疏離感及不安全感。 (三) 整體而言,銓敘業務電子化對服務於基層機關者較具正面的行為影響。 (四) 電腦素養較高者適應情形最佳。 (五) 電腦素養較低者較認為會造成不安全感,基層人員、年齡較高、年資較深、教育程度較低者,較認為會造成疏離感。 並據此作出相關建議事項,以供實務上系統改善與未來研究之參考。
Outside the positive benefit that electronic government produce, should assess its can produce reverse side influence in the course of policy, could really facilitate reaching the policy achievement. This study is mainly for analyzing the impacts of Civil Service Electronic System(Civil Service Operations Information System) on Personnel Administration Servants. With information and materials by literature reviews, participant observation, and questionnaires, on the angle of the Personnel Administration Servants, study the evaluation of this System and the behavior has the influence to the personnel manner by electronic government plan, then draws up the feasible improvement strategy. And the findings of this research is as follows: First, the evaluation of the Civil Service Electronic System on Personnel Administration Servants (1) Most of Personnel Administration Servants inclines to be satisfied with this system. (2) Friendliness, stability , speed and circulation must still be improved. (3) Serve organization level low, age and service seniority, top-level servants appraise higher system. Two, the influence of work of the Civil Service Electronic System on Personnel Administration Servants (1) The majority agree that the system has the positive influence to the work, but most do not agree increases the work complexity. (2) The majority think that the system changed the working way (state). (3) Benefit of computerization is still limited, pondered again suitably simplifies the work. (4) Local agency's Personnel Administration Servants are obviously high to frontage work influence's appraisal. (5) The computer accomplishment junior think obviously the system will increase the work complexity, also moderate education level obvious approval system to work assistance. Three, the behavior related influence of the Civil Service Electronic System on Personnel Administration Servants (1) The majority Personnel Administration Servants have been able to adapt system's operation, and think not obviously can strengthen the information authority and the sense of achievement. (2) The majority do not think that the system will create the alienation and the sense of insecurity. (3) This system has the positive behavior influence to Local agency's Servants. (4) The computer accomplishment high adaptation situation is best. (5) The computer accomplishment junior think that can create the sense of insecurity, the basic unit personnel, the age is not high, the period of service to be deep, the education level junior, think that can create the alienation. And makes the related suggestion item according to the above, will supply in the practice reference of the system improvement and future research.
