地方政府縣政管理之研究：新竹縣政府個案分析

邱鏡淳縣長於2014年12月就職連任以來，根據遠見雜誌2015-2019年地方政府競爭力排名調查資料分析，縣市競爭力總體表現新竹縣政府的競爭力實屬弱勢，新竹縣政府除了生活品質與現代化面向、經濟與就業面向以及公共安全與消防面向稍具競爭力外，其餘各面向，特別是教育面向、醫療衛生面向、社會福利面向、與地方財政面向等均有待加強。而楊文科縣長於2018年12月就任，新竹縣政府客觀競爭力在地方財政表現較佳，但是在教育與文化、治安、醫療衛生、社會福利的競爭力較弱，連帶拖累新竹縣政府的總體競爭力。所以在客觀競爭力方面，新竹縣政府必須努力強化教育與文化、治安、醫療衛生、與社會福利等四大施政方向。其次是新竹縣民眾主觀滿意度感受，遠見雜誌2015-2019年所做施政滿意度民意調查發現，新縣竹縣民感到最不滿意而急需新竹縣政府努力建設的縣政第一是「道路與交通」，其次是「經濟與就業」，再次是觀光休閒與教育。另外根據天下雜誌幸福指數主客觀綜合調查，新竹縣政府於2015-2018年間各項幸福指數面向，其中除了經濟力面向的表現較佳外，其他面向表現都差不多，都是在中後段班左右，而施政力面向與環境力面向的表現最弱；最後幸福指數總排名面向只有在2015-2016年排名在前段班，2017-2019年則退步至中段班，顯示新竹縣政府只有在經濟力較具競爭力之外，其次是文教力與社福力，環境力與施政力則表現最弱，急需奮起直追。楊文科縣長於2018年12月就職第一任迄今（2020年），新竹縣政府業務績效正面（滿意度）排序第一名是經濟力，第二名是消防與公安，第三名是環境力（環保與環境品質），第四名是警政治安，第五名是醫療衛生。而新竹縣政府業務績效負面（不滿意度）排序第一名是教育與文化，第二名是社會福利，第三名是道路與交通，第四名是施政力。綜合上述主觀施政滿意度民調結果、客觀競爭力與幸福指數統計資料調查分析，新竹縣政府在近程方面最需加強的是教育與文化面向以及社會福利面向，新竹縣政府在中程方面需強化的是道路與交通面向，在長程方面也要關注施政力等面向。因此，新竹縣政府目前亟需加強的單位是負責教育的「教育處」，負責文化的「文化局」，負責社會福利的「社會處」，負責道路的「工務處」以及負責交通的「交通旅遊處」。

Based on the subjective governance satisfaction poll results and objective competitiveness and happiness statistics survey and analysis, the top five key performance businesses that the Xinchu County government has to strengthen are the ＂Education Department＂ responsible for education, the ＂Culture Bureau＂ which is responsible for culture, the ＂Social Department＂ responsible for social welfare, the ＂Public Works Department＂ responsible for roads construction and maintain, followed by the ＂Transportation & Tourism Department＂ which is responsible for transportation construction and tourism.
