Dilemmas and Strategies of Resource Linkage and Cooperation in Remote Areas: the Case of Cishan Early Intervention Center

摘要

本研究之目的為探討位處偏遠地區之服務單位，連結當地社群、開創在地資源，並透過資源整合等方式，串聯在地服務團體，共同解決缺乏服務資源的策略。本研究採用文獻分析與質性研究方法的深度訪談兩種策略，訪問旗山早期療育中心的相關專業人員，了解其資源連結與合作之困境與策略。研究訪談重點分析以資源認識與關係建立、合作模式、專業工作對當地社區的影響、資源連結等面向進行討論。研究結果則從資源連結策略、資源合作策略、運用發展性社會工作服務的成效以及資源連結與合作困境提出結論與建議。

The aims of this study are to explore service units located in remote areas, as well as how to link local communities through integration and create local resources to solve current deficiencies in services. Two research methods were combined in this study, namely literature review and in-depth interview. Chishan’s early intervention center’s workers were interviewed to understand current obstacles and resolutions for local resource integration and cooperation. This study focused on understanding the availability of resources, establishment of relationships and development of cooperative model to positively impact the professional work carried out in the local community. Conclusions and suggestions are based on resource linkages, cooperative strategies, effective social work development and identification of obstacles.
