新的科學園區設置二十年來,不僅帶動周邊地區相關產業升級,同時對於知識水準之提升更有所助益。其周邊地區人口成長快速,年齡結構、教育程度、社區分佈及產業型態均有明顯之轉變;而高科技產業在面對全球化快速變遷,除仰賴創新研發活動與科技社群互動外,對生產者服務業也漸生依存,使對支授空間尤其是辦公建築之需求更趨專殊化。再者,此些活動之空間分佈與群聚綜效,亦促使地方產業形態轉變,進而產生周邊生產空間之再結構,並建構為一特殊之產業網絡。本研究嘗試從人口、住宅社區、產業生產空間、創新環境形塑、與辦公建築空間等社經空間向度,探討新竹科學園區周邊地區之展變遷,以期有助於高科技產業空間鄰近性形塑聚集效應外,於發展進程中需配合關鋌性技術基礎設施與支授空間構連所引發之群聚綜效,以強化地區創新與生產網路之根植。
Hsin-Chu Science-Based Industrial Park, established in 1980, has been one of the main development in Taiwan’s national economy. The Park promotes not only the related industries in its vicinity, but also new knowledge creation. The population in Hsin-Chu area has grown rapidly during the past two decades. The population structure, educational attainment, residential community distribution, and industrial pattern have changed significantly. Under the influence of the globalization of high-tech industries, the quantity and quality of office buildings and industrial activities, the spillovers of innovative activities and knowledge creation, and the changing production pattern of local industries stimulated by high-tech industries, form a specific industrial network. Therefore, this study examines the evolution of the vicinity through socio-economic spatial perspectives that include population, community, production space, the formation of innovative milieu, and office buildings. The analysis leads to the conclusion that local innovation and production network will be promoted through the linking synergies of critical technological infrastructure and supporting space.
