中小學教師應具備之資訊素養能力指標之研究

摘要

本研究旨在探討中小學教師應具備之資訊素養內涵，並建立資訊素養能力指標，期能提供中小學教師對自我之資訊素養能力做檢核，並做為教育決策單位檢測依據及師資培育單位課程規劃之參考。
透過文獻收集、內容分析，本研究首先歸納出資訊素養能力的意義與內涵，並參考國內外的研究或實施經驗，建置出中小學教師的資訊素養能力指標。其次邀集十位資訊教育界之專家學者及實務工作者，經由兩次「中小學教師資訊素養指標會議」，進行專家座談，以廣泛蒐羅學者專家的意見，進而確認資訊素養能力指標之架構及項目，並訂定「得懷術」問卷之初稿，以建立問卷之專家效度。最後經由三回合「得懷術」專家問卷調查結果，建構出本研究的資訊素養能力指標。
本研究之「得懷術」成員包括：學者、中小學校長、主任、電腦教師及一般教師，共三十三人參與。每回合問卷採半結構式問卷設計，蒐集專家對每個題項的評鑑意見，問卷回收後即進行數據的統計分析，及意見回饋的質性分析；並將每回合資料處理結果呈現在下一回合的問卷上，以使專家們對教師資訊素養能力指標項目有更精確的一致性意見與共識。
最後，建構出具時代性、本土性及實務性之中小學教師資訊素養能力指標，並提出教育應用層面、進階研究方向以供教育決策單位及未來研究者參考。

The purpose of this study is to explore the information literacy that the teachers of elementary and junior high schools must acquire and then build a skill indicator and an assessment form in order to provide a self-check for teachers. The indicator will be a guideline to examine the information literacy of the teachers for education decision departments and also be a reference to design a series of information-related training courses for the education departments of teachers.
First, we held two experts symposiums for collecting the numerous opinions of scholars and experts. Through two ”Conferences of Information literacy indicator for the teachers of elementary and junior high schools,” the structure and items of Information literacy indicator, the skill class and the review and correction of the Delphi technique questionnaire were ensured and the questionnaires have the validity.
The skill indicator of the study is established from the results of three times Delphi technique questionnaires. Finally, it is also provided as a reference for the education departments, the teachers and the researchers in the future.
