本研究的主要目的在於瞭解我國全國性單項運動協會之人力資源現況、管理運作情形與未來需求。研究者以自編的「全國性單項運動協會人力資源管理運作現況與未來需求調查」問卷,作為資料收集之工具。針對55個全國性單項運動協會,透過深入訪談和問卷調查二種方式進行資料之收集。研究所獲結果如下:一、各單項運動協會之專職人力以「2人以下」,年齡在「31-40歲」之間,具「大專」學歷和「體育」專長背景者最為典型,其中男、女性約各佔一半,且多擔任非主管職務;非專職人員主要由社會人士、裁判、現任體育教師和教練所組成。二、各單項運動協會於選才、用才、育才、晉才和留才等作為上,多以傳統人事作業的執行為重,尚能因應現有需求。三、僅少數單項運動協會有增聘專職人員之規劃,並以增聘1名年齡介於21-30歲之間,具體育專長背景之學士學歷者,來擔任非主管職務為優先。
This study investigated the current human resources management practices and future needs of the national sport associations in Taiwan. A researcher-designed instrument, ”A Survey of the Human Resources Management Practices and Needs of the National Sport Associations”, was used for data collection. A total of 55 secretary-generals of the national sport associations were sampled in the study. The researcher-conducted in-depth interviews and a questionnaire survey were adopted to collect data. The study found, First, that the typical full-time human resources status for the national sport associations can be described as having ”2 or less” employees, aging from ”31 to 40 years old”, with a ”college” degree in ”physical education” majors, taking ”non-supervisory” positions with gender equally distributed, whereas non-full-time human resources consisted of the public, referees, physical educators and coaches. Second, the human resources management practices for the national sport associations, including selection, staffing, development, promotion and compensation, were capable of meeting current needs and mostly dealing with personnel routines. Third, only a few associations had a full-time employee recruitment plan most likely with ”one” ”non-supervisory” vacancy for individuals aging ”21-30 years old”, having a ”college” degree in ”physical education” majors.
