本研究透過文獻分析及訪談法，對電子檔案管理標準進行探討，藉以瞭解目前國際間電子檔案管理標準的情形，以及MoReq2010對臺灣國家檔案管理標準CNS 15489的影響，期望研究結果，能作為未來政府機關增修檔案管理標準相關政策之參考。歸納本研究之研究結果如下： 一、CNS 15489有助於提升我國檔案管理水準 二、MoReq2010在系統建置上較ISO 15489具體可行 三、CNS 15489於檔案管理系統開發上之規範較為不足 四、增強CNS 15489和法令之連結性 本研究依據研究結果分別對我國檔案管理標準CNS 15489，以及民營企業之檔案管理系統開發準則提出相關建議。

Through the documentary analysis and in-depth interview, this research conducts a study on the standard of electronic records systems. This research aimed at exploring the international standard of electronic records systems and the impact caused by MoReq2010 on CNS 15489. The findings can be used as references to the government organizations for legislating related policies of the standard of electronic records systems. The findings are as follows: 1.CNS 15489 helps promoting domestic standard of electronic records systems. 2.On the aspect of constructing the system, MoReq2010 is more practicable than ISO 15489. 3.CNS 15489 lacks codes that confine exploitation of the electronic records system. 4.Strengthen the connection between CNS 15489 and laws. Based on the above findings, several suggestions are made to Taiwan’s electronic records systems standard, CNS 15489, and to other systems run by private enterprises.
