高等技職校院教學卓越評估指標建構之研究

摘要


本研究旨在建構高等技職校院教學卓越評估指標,並探討第一期高等技職校院獎勵教學卓越計畫之執行成效。首先以問卷調查法瞭解高等技職校院第一期獎勵教學卓越計畫之執行成效;繼而透過文獻分析及德懷術問卷調查,建構高等技職校院教學卓越評估指標;再以邏輯斯迴歸及複迴歸分析,驗證德懷術委員建構指標之適切性。根據本研究發現,歸納研究結論如下: 一、高等技職校院第一期獎勵教學卓越計畫已有效地改變高等技職校院對教學之認知與重視,對整體高等教育、學校、教師與學生皆具有良性的影響,且獲補助學校的成效確實已帶動未獲補助學校之改善,已達學習效應及同儕競爭之效果,建議教育部應以「競爭性機制」持續長期推動。 二、本系列的研究,經以邏輯斯迴歸及複迴歸分析等方式驗證德懷術專家建議之指標,發現德懷術專家建構之指標是適切並值得參考的。完整的指標架構包含5個一級指標、28個二級指標、及67個三級指標;另併建議增列9項基本門檻指標。 本研究並依據研究結論,針對教育主管機關與後續研究提出多項建議。

This study aims to construct a teaching excellence assessment indicator for higher technological and vocational education (HTVE) and discuss the execution achievements of a phase I HTVE reward teaching excellence project. First, a questionnaire survey was employed to understand the execution achievements of the phase I reward teaching excellence project for HTVCs, followed by a literature review and a Delphi technique questionnaire survey to construct a teaching excellence assessment indicator for HTVEs. Then, logistic regression and multiple regression analyses were adopted to verify appropriateness of the Delphi technique committee constructed indictor. Results from this study are summarized as follows: 1.The Phase I reward teaching excellence project for HTVEs had effectively changed recognition and attention of HTVEs on teaching. This had had a positive effect on the overall higher education, schools, teachers, and students. And results of subsidized schools had actually brought about improvements to unsubsidized schools, which had achieved a learning effect and peer competition result. It is therefore suggested that the Ministry of Education should continue to push for the project long term through a “competition mechanism”. 2.By verifying the Delphi technique expert suggested indictor with logistic regression and multiple regression analyses, this study found that the Delphi technique expert suggested indictor is appropriate and worthy of reference. A complete indicator framework consisted of 5 level-1 indicators, 28 level-2 indicators, and 67 level-3 indicators. In addition, 9 basic threshold indicators are suggested. This study proposed, based on its conclusions, a number of suggestions concerning education governing agencies and subsequent research.
