在全球氣候變遷的衝擊影響下,人類的生活環境遭受更強烈的自然災害侵襲,不僅人民的生命財產受到威脅,也連帶了產生許多的社會問題,造成社會的動蕩不安,這些負面的衝擊影響也反映出人類社會的脆弱度,在面對環境與氣候變遷所產生的改變,造成人類生態系統的擾動,因此,進行脆弱度分析操作,瞭解當地在面對環境衝擊改變,所表現出的脆弱度程度;台灣的都市化程度高,都市人口密集且高度開發,這些都市的外在條件對於都市脆弱度均有一定程度的影響,特別是在全球氣候變遷的影響下,應該如何分析與應用都市脆弱度指標於都市空間規劃,是本研究欲探討的課題。 本研究將針對台灣都市地區經常面臨的極端降雨與增溫這兩項氣候變遷現象進行討論,並透過土地使用分區管制作為都市空間規劃因應氣候變遷衝擊手段,透過相關文獻的回顧與解析,氣候變遷衝擊影響下的脆弱度指標,進而確立了氣候變遷脆弱度指標系統,先針對其指標間的外部與內部網路關係,進行分析、比較,進而評估指標的權重,最後整合所確立的氣候變遷脆弱度指標系統架構、網路關係與指標權重,分別取得極端降雨與增溫衝擊的關鍵指標權重與土地使用調適方案,極端降雨:災害強度、災害自然因子與土地使用指標,土地使用調適方案:限制發展區劃設;增溫:災害自然因子、人口與土地使用指標,土地使用調適方案:土地使用項目管制。依據評估結果,針對現行的台北市空間規劃議題進行檢討與調整建議,期許未來在研究成果上,能夠將脆弱度指標納入都市空間規劃的範疇,甚至是相關的都市減災防災計畫,使得都市在面對自然災害與氣候變遷的衝擊下,其系統能夠更加穩定且具有彈性(Resilience)。
The impact of global climate change results in human living environment that suffer from stronger natural disasters, not only threatened people's lives and property, but also has produced a number of associated social problems, the impact of these negative effects are also reflects the vulnerability of human society, in the face of environment and climate changes caused human ecosystem disturbance; the high degree of urbanization in Taiwan, urban population density and a high degree of development influent the vulnerability of these urban areas. Especially in the issue of the global climate change, how to process vulnerability analysis and application vulnerability indicators in urban spatial planning is the subject of this study is to explore. In this study, the Taiwan urban areas often face extreme rainfall and temperature raise that two phenomenon of climate change, urban spatial planning response to the impact of climate change by zoning;through literature review and analysis, thereby establishing a system of indicators of climate change vulnerability. At first, to confirm indicator for the inter-relationship between external and internal network; the second, to evaluate vulnerability indicators weights; the final, to integrate of climate change vulnerability system including system architecture, network relationships and indicator weight. This study obtains a key indicator of extreme rainfall and temperature raise. Extreme rainfall: disaster intensity, natural disaster factors and land use. Land use adjustment program: Zoning limited development area. Temperature raise: natural disaster factors, population and land use. Land use adjustment program: Land use classification. Based on assessment results for the current review of Taipei spatial planning issues and proposed adjustments suggestion, or even related to urban disaster prevention plan, making the city in the face of natural disasters and climate change under the impact of the system to be more stable and resilience.
