摘要

本研究應用BCG矩陣，從市場佔有率與市場成長率的策略觀點，探討政府於民國91年開放陸客來台觀光政策方案，對台灣地區國際觀光旅館經營績效之影響。並藉由可落實策略執行的平衡計分卡(BSC)，結合財務性與非財務性指標衡量旅館的績效，以BSC中的內部流程改善、學習構面為投入變數；顧客滿意度、財務績效為產出變數。再應用資料包絡分析法(DEA)之純技術效率分析、規模效率分析、探討國際觀光旅館近年來之實際經營績效，並探討效能變動以了解跨期間生產力指數之變動情況，以供台灣地區國際觀光旅館提升經營效率和獲利能力之參考。研究結果顯示：(1)5年來台灣地區國際觀光旅館經營效率幾何平均數呈現衰退的情況。(3)Malmquist效率變動部份，TFP-ch、SE-ch、TECH-ch、EFF-ch均呈現下降之情況(2)「明星」與「金牛」型旅館其效率皆大於「問題」與「狗」型旅館。

This study applies the BCG matrix from the market share and growth rate. The Government’s policy that allows mainlanders to come to Taiwan as tourists in 2002, affects the operating performance of the international tourist hotels in Taiwan. And through the implementation of the BSC strategy using improving internal process and learning dimensions for the input variables; customer satisfaction and financial performance for output variables, we can measure the combined financial and non-financial performance of the hotel. The application of Data Envelopment Analysis (DEA), which uses pure technical efficiency analysis and scale of efficiency analysis to study the actual business performance and the changes in efficiency that allows us to understand the changes in inter-period productivity index. This provides references for international tourism in Taiwan and can be used to upgrade operational efficiency and profitability. The results showed that: (1) in these five years, PE, TE and SE of international tourist hotels in Taiwan which’s geometric mean is in recession. (3) the changes in efficiency of Malmquist, TFP-ch, SE-ch, TECH-ch, EFF-ch are on a downside. (2) the efficiency of "Star" and "Cow" hotel are bigger than "problem" and "Dog" hotel.
