本研究將針對綠建築對產業之影響進行探討,臺灣自1999年起推動綠建築,73%的綠建案屬於政府公部門,民間私部門僅27%,為何有如此大的差距,本研究針對建築產業實際落實綠建築的情況為研究動機,採Pooled Cross-Sectional Time-Series之方式進行迴歸分析,針對臺灣20縣市由2000年至2011年共計240個觀察值進行實證,實證結果為綠程度對建築產業有正面且顯著的效果(t=1.849*,p=.033),發現綠績效中,綠的廣度較為不足。但綠建築對建築產業帶來外溢及示範效果,從綠的深度上,已達正面且顯著影響,代表綠建築已為傳統建築業帶來影響,但仍應加強綠的實施廣度,應朝民間建築努力,使得綠實施的廣度更加提升。而由聯合檢定可看出綠變數限制的模型F2,232=3.026小於臨界值F2,232=3.0347,顯示綠行為對建築業之影響不具顯著性,說明綠的觀念及行為對建築業的行為仍待加強。就社會責任角度而言,綠已從基本綠提升為主動及道德層面的社會責任,顯示綠接受與執行的提升。 就產業行為而言,從供給面來看,空屋數對建築執照樓地板面積呈正相關且具顯著性(t=18.834***,p=.000)。本研究認為一是結構性空屋,另一個因素是M型化現象,一人持有多戶之空閒房屋。建商行為受需求面變數之影響,人口密度對建築執照樓地板面積呈負相關且具顯著性(t=-2.098*, p=.019),本研究認為都市地狹人稠,相對土地更是寸土寸金,再加上便利的大眾運輸工具,將城市與城市之間的交通障礙降低,使得大眾至外地購屋意願相對提升,故建商會往郊區建設。 建議政府將「綠」更廣泛的定義,以等同綠的概念做為認定綠建築的標準。可將綠建築與房價做最直接的聯結,政府可透過實際的獎勵與補貼,使得綠建築可更廣泛的接受。以社會責任方面來看綠建築,建商可以藉由綠建築形成差異化來取得競爭優勢。綠概念的實施在次級城市更具利基。
Green building in Taiwan began from 1999, mostly in public sector. We examine the impact of green building on the construction industry in Taiwan. A sample of 20 cities and counties in Taiwan during 2000-2011is tested by aPooled Cross-Sectional Time-Series regression model. In addition, we examine the significance of green building to developers’ behavior by Joint Test. The empirical result shows thatgreen building has a positive and significant effect (t=.849*,p=.033) on developer behavior indicating green building imposingpositive and significant impact. However, there is insufficientof the width of green buildingon the construction industry.The government should encourge the implementation of green building in private sector. From Joint test, the impact of green building on the construction industry is not significant, indicating that the attitudes and behavior of the green building of private sector need to be strengthened. From the industry behavior, the vacancies are positive and significant to developers’ behavior (t=18.834***,p=.000)implying structural vacancies and M feather of vacancies. Developer behavior is negatively significant (t=-2.098*,p=.019) to population density, indicatingthe higher population density, the less construction built. More and more developers move to suburb. The research suggests the developers should consider green as a social responsibility and a competitive advantage to differentiate themselves from other competitors.
