This study explores the issue of innovative institution in agricultural industry. In this paper, the experience of Yanchao Township, Kaohsiung County as a case study. Finally, the author concludes four important points from this study. Firstly, to the case study, township as a space research unit would be appropriate; Secondly, institutional thickness and socio-economic embeddedness for agro-industry innovation is a key element in rural learning; Thirdly, there are five point of learning elements of the rural areas: Including government, research institutions, farmers organizations and the complete production and marketing institution. Innovation learning and following farmers to driven other type farmers studying; Finally, work strengthening the relationship between socio-economic embeddedness network and cross- institution integration is the key to construct a learning village.
