雲端運算產業經營績效之研究:資料包絡分析法

摘要


雲端運算是未來資訊應用的新潮流,其雲端硬體產業扮演重要的角色,對於大量的資訊儲存需求,終端硬體設備是不可或缺的。我國政府於2010年行政院將「雲端運算」列入四大新興智慧型產業,並推動「雲端產業發展方案」將投入100.9億於雲端運算的基礎建設、平台及服務上,且根據資策會 (MIC) 的究調查顯示,台灣大型企業已有40.8%採用雲端運算相關服務,而硬體產值之產值預測於2009年的1,256億元台幣,成長至2014年的5,135億元台幣,因此企業將仰賴雲端運算的成本節省及功能效益,以提升競爭力與產業未來的發展。   績效評估係指利用有效的資源投入,以產出其最大的利益,為企業經營的一項重要指標,藉以了解企業之間的績效,並說明其差異以提供經營者改善企業之方向。本研究針對台灣上市 (櫃) 雲端產業公司利用資料包絡分析法 (DEA) 衡量其經營績效,選取投入項為:營業成本及研究發展費用;而選取產出項為:營業收入淨額及稅前息前淨利,進而分析相對效率及無效率的原因,並以麥氏生產力指數法 (MALMQUIST) 分析生產效率變動之情形。實證分析結果總樣本數為59家,顯示有效樣本5家公司皆有相對效率,其整體雲端產業呈現進步的狀態,表示整體在經營策略及生產效率仍具有改善的空間。

Cloud computing is new trend of information applications in the future, its cloud hardware industry plays an important role. For a large demand for information storage, the terminal hardware is indispensable. Cloud computing is included in four emerging smart industries in 2010 , Executive Yuan will be put 10.09 billion on infrastructure, platforms and services to promote "Cloud Industry Development Plan". MIC research survey shows that 40.8% Taiwan's large enterprises have used cloud computing of related services. They also forecast the value of the hardware output will grow from NT $1,256 billion dollars in 2009 to NT $513.5 billion in 2014. Therefore, companies will rely on cloud computing cost savings and functional benefits, to enhance the competitiveness and future development of the industry. Performance evaluation means that company can obtain the better being output by inputting efficient resource. It is an important indicator for understanding the performance difference between enterprises. With better explanation of these information, manager can rethink the operation direction of business. This research studies the cloud industry in Taiwan by using Data Envelopment Analysis (DEA) to measure its operating performance including cost, income, profit, investment, R & D and so on. The result shows that the total number of 59 samples, there are 5 companies which perform relative efficiency, and the overall status of the cloud industry shows progress, which, however, means that there has more room for study.
