The revolution in communication technology and the globalization trend have brought economic change that enhanced the importance of knowledge. The long predicted ”information society” and ”knowledge-based economy” are now emerging as tangible realities. Research and development to renovate becomes the main stream and knowledge eventually shapes the traditional value. Government could not but give up conservative thinking but implement a new way of management. The paper tries to explore how the government conducts research and development projects by examining the success made by applying knowledge management to achieve an intelligent government. The paper proposes some suggestions toward the construction of an intelligent government in order to promote the competitive practice of government performance.
