台南市議會總質詢直播對議員問政表現的影響

摘要

許多研究資料顯示，資訊科技發展與運用，增加公民直接參與公共政策的契機，減少代議制度現今所遭遇的問題，提升落實直接民主的可能性。本研究以問卷方式訪查台南市市議員，研究直播是否改變問政行為；本研究另補充議員服務處人員深度訪問，補足未能普查選民看法之缺。從研究中發現，因為電視頻道觀看較之到議會旁聽更有便利性，加上議員服務處轉載質詢影片播放，選民能夠全程觀看總質詢機率較過去增加；同時也發現民意代表質詢的態度、方式，因為電視直播方式有明顯的影響，從服務處人員的訪查資料亦發現，議會總質詢改採取有線電視公益頻道直播方式，對議員本人和支持者參與性的提升，在資訊擴大參與的情況下，也能減少媒介負面報導對代議政治破壞。

A significant number of studies have suggested that as the development and application of the information technology might arise the opportunity for civilians’ direct participation of public policy and might reduce the problems of current representative system. After the combination of Tainan City and Tainan County into Tainan City, Tainan City Council held its first interpellation and was live broadcasted for the first time. This present study, thus, attempts to better understand the relationship between expanded political participation and political performance behavior change and how expanded information participation helps representative politics to get rid of the negative reports on it. As a result, the elected representatives of Tainan City were investigated in this present study. Two sets of methods, questionnaires delivered to the representatives and interviews with several of their assistants as a complement, were used in this study. The study found that the use of new method is positively related to political participation because it was more convenient to watch television at home or at the representative’s service center than heading to the city council just for observing the interpellation. The interviews of the assistants also revealed that the use of new method was significant associated with the support rating of the councilor and the participation of the citizens. Results of this study show that the expanded use of media not only has considerable impact on expanded information participation but also defuse the destruction of the representative system caused by the media negative reports.
