摘要

鑑於全球整合水土保持和農村發展工作之趨勢，台灣同樣也隨此趨勢逐漸轉型，本文藉由探討「以水土保持為基礎的農村發展」的新方向，認為台灣山坡地面積龐大、位置特殊，此項發展的新方向，當為台灣大眾所接受。在規劃方面，本文亦對選擇農村發展地區之評選條件、發展目標及議題、以及發展項目之選擇等，提供具體之建議和範例，亦針對台灣可嘗試採行或加強的工作，提出數個發展建議項目。在實施方面，本文針對執行機構、合作和督導、以及調查、推廣、補助、維護等，提出可能之技術及構想。此外，本文特別針對監測和評估方法，提出建議之監測指標選定和評估準則等，以期引起進一步的討論及推行。最後，本文並檢討台灣目前之工作成就，並提出具體建議，以利爾後政策之研擬及推動。

Based on the historical evolution of soil conservation and rural development in the world, as well as in Taiwan, the paper discusses a new approach of ”Conservation Based Rural Development”. It recognizes that in Taiwan the slopelands occupy a great portion of the Island and are heavily populated with rural people. Therefore, such a new approach should be accepted by all people concerned and affected by these development. At the planning aspects the paper suggests the criteria of selecting the proper rural sites for development, explains the major problems to be considered, and lists the needed work. Some practical examples are given. New works which could be adopted, experimented or strengthened in Taiwan are also introduced. For the purpose of implementation, this paper gives brief explanations and introductions, particularly concerning current thinking and knowledge, in institutional requirements, coordination principles, as well as supervision, survey, extension, and maintenance needs. In addition, the monitoring and evaluation of such programs is stressed and suggestions are made concerning monitoring indicators and evaluation criteria. The purpose is to stimulate further discussions and actions. The paper finally appraises Taiwan's achievements and makes several recommendations.
