Surplus milk, especially in winter, is usually one of the important issues facing the development of the dairy industry. Based on the survey, 63% of dairy farmers have the problem of surplus milk. The rate of surplus milk in dairy farms is 5.8% on average. 80% of milk plants also show that surplus milk is an issue. The rate of surplus milk in milk plants is 12.6% on average. The middle scale milk plants are at a higher rate of 23.1%, and the small scale ones are at a lower rate of 7.2%. This implies that the surplus milk pressure of milk plants is greater than that of dairy farms. Assessing the leveraging strategies for surplus milk (the mixed strategy of promoting consumption and harmonizing production and sales) is most feasibe. This is an evaluation of farmers' and milk plant managers' opinions and combines the method of factor analysis. This mixed strategy aims to mold the brand image by farmer and plant collaboration improve the milk quality, strengthen the fresh milk advertisement, educate the consumer, set the target of production, and build up the control center of milk production.
