本文以投入產出分析,評估開放中國大陸觀光客來臺之經濟效益。結果顯示,在2008年7月至2010年6月間陸客在臺總消費金額為596億元,增加國內生產總額1,092億元,支撐52,943人就業。主要受惠產業部門為旅館、娛樂文化、陸上運輸及餐飲服務。陸客來臺購物金額明顯高於平均值,偏好珠寶玉器、茶葉及名特產。從政策總觀,為維護臺灣旅遊產業的穩定度,宜維持現有人數管制政策,以引導陸客增加在地消費金額來創造經濟效益。
This paper estimates the economic effects of Chinese tourists on Taiwan economy using ”Input and Output Relations in the Economic System”. As shown in the results, the consumption of Chinese tourists contributed to the economic growth in Taiwan, and the results provide greater understandings of which and how the sectors were affected. From July, 2008 to June, 2010, the sum of Chinese tourist consumption amounted to 59.6 billion NTD in Taiwan. Their consumption contributed to an increase of gross domestic product by 109.25 billion NTD, and supported 52,943 person-year of employment in Taiwan. The most benefited sectors were identified as accommodation services, entertainment, local transportation services, and food and beverage services. Chinese tourists, who prefer jewelry and accessories, tea, and souvenir, significantly shopped more than the inbound visitors to Taiwan did on average. To secure tourist industry of Taiwan, the current quota-control mechanism for Chinese tourists is advised to be maintained. To promote local products of high added value for shopping, and to promote expenses on various activities for local experiences are two promising paths to enjoy greater economic benefit from Chinese tourists. With authors' suggestions, this paper contributes to a better future Taiwan policy towards Chinese tourists.
