開放陸客來台對新北市觀光旅遊之影響

摘要

隨著兩岸關係的進展，大陸當局因應兩岸政黨交流互動，政策宣示同意全面開放大陸居民來台觀光，對我國觀光產業挹注蓬勃發展之遠景，台灣旅遊業莫不積極因應。惟全面開放大陸人士來台觀光，兩岸政府必須擱置政治型態之爭，就事論事協商相關推動措施。未來大量大陸居民來台觀光，除可預期將為兩岸旅遊產業帶來可觀的經濟效益外，但現階段台灣旅遊環境品質及旅遊業接待能力等課題，是否受至重視及討論，及能否滿足大陸居民來台觀光之需求，亦頗值得各界深入探討及謀求因應之道。
新北市為台灣人口最多縣市，同時為北台灣地區重要觀光縣市，未來亦將為捷運機場快線通車後，將渴望帶動更多觀光人潮進入新北市觀光景點。新北市觀光景點具獨特性，或在觀光政策規劃與運作上仍有進步空間，作為新北市現任民意代表，透過本文主題研究將可進一步形成政策建議，以促大陸旅客來臺經濟效應可使新北新北市市民受福。

With the development of cross-strait relations , the Chinese authorities in response to the cross-strait political interaction , a comprehensive policy statement agreed to mainland residents to visit Taiwan on China's booming tourism industry to inject vision , the positive response to Taiwan's tourism industry did not dare . Provided that full liberalization of mainland tourists to visit Taiwan , the two governments have set aside the political patterns dispute, matter- related measures to promote negotiations . Future large number of mainland residents to visit Taiwan , in addition to the expected cross-strait tourism industry will bring considerable economic benefits, but at this stage the quality of Taiwan's tourism environment and tourism reception capacity and other issues , whether the subject to the attention and discussion , and the ability to meet mainland residents to visit Taiwan 's needs, worthy of all walks of life quite dramatically in response to depth and seek the road .
New Taipei City, Taiwan 's most populous counties , as well as an important tourist region in northern Taiwan cities and counties , also for the future after the opening of the Airport Express Metro , will be eager to bring more tourists who visit the new Taipei attractions . New Taipei City Sightseeing be unique , or there is still room for improvement in the planning and operation of tourism policy , as the new Taipei incumbent representatives , policy recommendations will be further form the subject matter hereof , through research , to promote economic effects of mainland tourists to Taiwan make new North New Taipei citizens affected blessing .
