筆記型電腦採購部門之個案研究

摘要


面對全球化趨勢,台灣製造業向以價格取勝的策略絕對難以因應,而必須思考更全面性的TCO(Total Cost of Ownerships)降低策略。但TCO關乎上下游供應鏈之所有環節,再加上整個產業舊有思維根深蒂固,並缺乏合理資料透通及協同運作平台,使得供需兩端缺乏共識,難以成為良好的策略合作夥伴,共創造最大附加價值。 採購管理上對於料件供應鏈有四項指標,「價格」、「品質」、「交期」及「服務」,在電腦產業中所需料件高達數百種料件,牽涉產業幾乎包含所有電子產業,各類型產業特性不同,以致採購管控指標比重不一樣。依料件產業特性調整採購管理指標才能得到較好的採購績效。 筆記型電腦成本結構中,85%成本是由Intel及Microsoft二大規格主導者所主導,因此,採購在Cost down作為上得不到好的績效,反而應該著重在交期、品質及供應商關係,讓產品Time to Market提高競爭力。 品質管理上,除了配合專業VQA(Vendor Quality Assurance)監控供應商品質外,採購應調整策略,使用經濟規模量來讓供應商品質穩定,避免品質波動過大。 交期管理上應從料件Lead Time作管理,計畫性策略性備料、量產MRP備料及客戶接單備料,如此才能得到適時適量的效果。 供應商關係牽涉長期料件供應狀況,從採購績效管理面來看,應從供應商滿意度著手,建立供應商回饋機制,長期掌握供應商與採購關係。

Faced with the trend of globalization, Taiwan's manufacturing industry to compete on price strategy will be very difficult coping, but must think about a more comprehensive strategy to reduce TCO(Total Cost of Ownership). TCO relates to all aspects of the supply chain, coupled with the whole industry thinking deep-rooted, and the lack of transparent and collaboration platform. Supply and demand at both ends of the lack of consensus, it is difficult to become a strategic partner and maximize value. There are four indicators for materials and parts supply chain procurement management, "price", "quality" and "delivery" and "service", the required materials and parts in the computer industry as much as hundreds of materials and parts, involve industry includes almost all electronics industry. Various types of industry characteristics, so that the proportion of purchasing control indicators. According to the characteristics of materials and parts industry to adjust the purchasing management index in order to get a better procurement performance. The cost structure of notebook, 85% of the cost is dominated by Intel and Microsoft. Cost down as not a good performance, but should focus on the delivery, quality and supplier relations to allow products to enhance the competitiveness of Time to Market. Procurement works out quality management of vendor with VQA (Vendor Quality Assurance). The procurement should be adjusted strategy, economies of scale the amount of supply of goods quality and stability, to avoid quality fluctuation. Delivery management, material preparing policy is very important. Supplier relationships relates to long-term material supply situation. Vendor satisfaction should be involved in procurement performance index to manage supplier relationships.
