政府業務委託民間辦理目前已成為台灣政府事務推動的主要執行模式之一,強調公民參與,讓民間部門也能與公部門共同承擔公共責任。行政部門之角色由直接執行者轉換為監督者,民間業者成為政策的實際執行者。本研究目的在探討目前我國政府業務委託民間辦理政策整體實施成效,企圖透過行政院人事行政局及審計機關兩內外監督機關的相關查核資料,及深入訪談來了解目前此政策之整體情勢,並據以提出政策建議,以供政府在未來大量釋出業務委託民間辦理時參考。本研究認為,如何更確實作好事前評估及事後監督,確保事務的運作符合制度的設計與真正的目的,進而建構一套相當完善的監督機制,將是政府業務委託民間辦理成功的關鍵。
Outsourcing government services has becoming one important approach for implementing public policies. The purpose of this practice is to promote public participation through which private sector and civil society can share public responsibilities with public organizations. The role and function of public sector have been changed from service provider to performance monitor, and private sector is taking up responsibilities in actual policy implementation. The purpose of this research is to study the overall performance of government outsourcing in Taiwan. The auditing reports of the Central Personnel Administration and Ministry of Audit in various years are examined in detail, and data generated from intensive interviews are analyzed. On the basis of the above analysis, policy recommendations are made for government organizations to consider. It is proposed that well designed pre- and post audit procedures for ensuring the tie coupling between policy design and actual results are critical for the success of government outsourcing.
