中高齡女性就業力發展之研究:以經濟型多元就業開發方案為例

摘要


本研究為了解政府所制定的就業政策,對於中高齡女性的幫助,以多元就業開發方案為例,探究中高齡女性在參加多元就業開發方案後就業力之影響。以女性主義研究方法深度訪談七位在多元就業開發方案裡擔任沿用及留用人員的中高齡女性,透過她們的經驗及資料分析後,認識多元就業開發方案外,也能了解他們進入多元就業開發方案的因素,與在多元就業開發方案中的成長及收穫,以及他們對於方案的期待與建議。 研究發現家庭因素確實影響中高齡女性進出勞動市場,而多元就業開發方案成為中高齡女性再次進入勞動市場前的跳板。中高齡女性把握參與多元就業開發方案的機會,全心投入於工作中,而工作內容以在地發展為主,行政工作為次。透過多元就業開發方案的參與,亦提升其就業力,並從中獲得許多成長及經驗。 最後期待多元就業開發方案能夠更加完美,能規劃符合勞動市場的工作內容,並檢視各執行單位的執行狀況,使中高齡女性能獲得經驗與就業力,以利於未來再次進入勞動市場,落實提供中高齡女性就業技能之目標。

In order to have a fuller understanding about how the employment policy in Taiwan helps the middle-aged women practically, this study is designed to take the Multiple Employment Promoting Program as an example and explore how the Program has impacted the employability of the women from the age groups who have been involved in the Program. Using feminist research method, in-depth interviews are conducted with seven middle-aged women whose employment are retained through the Program. The analysis of their experience and data revealed their reasons to be involved in the Program, and the expectations and recommendations for the Program. The results showed that family is indeed a factor for the middle-aged women to enter and pull out from the labor Market, and the Program becomes a springboard for them to reenter. They embraced the opportunities provided through the Program and flung themselves into work. Through participating in the Program, these women grew, gain much different kinds of experience, and advanced their employability. Finally, the Program is expected to be more well-thought-out by planning the job content based on the labor Market and examining the implementation of each organization. The goals are to assist the middle-aged women to obtain 5Jemployability and provide them employability skills to facilitate the reentry into the labor Market.
