臺灣農業於民國九十一年正式加入世界貿易組織(World Trade Organization)後即全面性融入國際市場,但受到農產品開放進口等因素的衝擊,使得內外部環境產生變動,農業經營被迫陷於困境,農業的產業結構不得不從傳統產業升級,促使農業生物科技與休閒農業等調整性之發展策略便因應而生。我國目前農業發展以「健康、效率、永續經營」為施政主軸,如何引導農業從生產朝向生活產業發展,發揮農業的多元功能,成為現代化的綠色生態與服務業,便成為刻不容緩且重要的課題。 國人的周休二日及假期增加,因而延續帶動國人的旅遊風潮,旅遊人口隨之大幅增加,農業旅遊目前正是觀光業的新興發展,也在行政院農委會極力輔導下已有許多業者加入,然而農業旅遊業者所創造較高的經濟效益,但並非每家業者如此,因此業者的產值締造此議題是值得探討的。 目前關於農業旅遊的文獻較多有關係由遊客觀點探討,鮮少與本研究係由業者觀點出發,而本研究依據農業旅遊之業者名單進行普查及抽樣問卷調查,首先將業者依不同型態經營方式做區分後再進行人力分配、遊客來源、體驗活動及經營項目等對產值的影響做探討及分析,其中人力分配討論了留/返鄉人力及移居本地人力,有助於提供進入農業旅遊的異業經驗者做考量,以及業者、輔導單位做參考使用。
The Agriculture of Taiwan was comprehensive integrated into the international market since Taiwan joined WTO (World Trade Organization) in 2002. However, the impact of agricultural import liberalization and other factors to make changes by the external environment. Agriculture management forced into difficulties and industrial structure of agriculture had to upgrade from traditional industries to promote agricultural biotechnology and leisure agriculture development strategy adjustment of the response will be risen. The major policy objective for currently agricultural development is "health, efficiency, and sustainable management". To guide the development of life from agriculture toward industrial production and to use multiple functions of agriculture into a modern green ecological and services have become urgent and important topics . Increase people's two-day weekend and holidays, which continue to drive people's travel trend and tourist population increases significantly. Agricultural tourism is new development of the tourism firm now. The Council of Agriculture has guided many firms to join this plan. The agricultural tourism can create higher economic benefit but not every firm does so. This is reason why we set this topic to explore and discuss the affections of the firm’s output value creation. Current literature researching about agricultural tourism more relevant is to explore the tourist point of view, to focus on agri-tourism firms point of view are rarely. This study based on the list of agri-tourism firms of the census survey. First, to make a distinction by the management patterns of firms, then to analyze and discuss how to affect firms’ value by human partitioning, source of tourists, experiential activities and business projects. To discuss manpower assigned to stay/return manpower and moved to the local manpower. The providing access of this research results are helpful to agricultural tourism cross-industry experience to make considerations and firms, counseling unit as reference.
