以新功能主義檢視馬英九政府執政後的兩岸關係:以五次江陳會為例

摘要

馬英九總統在上任後，冀望兩岸能以共同利益為出發，以「九二共識」作為基礎，並在互不否認的原則下來進行談判，尋求彼此雙贏的結果；從此來開起彼此之間的對話大門，並且用合作來增進彼此間的發展。促使兩岸之間的官方和民間的交流漸趨穩定，以朝向更正面的方向發展。可以從他所提出來兩岸之間具體的政策觀察其對於兩岸關係的發展方向。而台灣的海峽兩岸關係協會和中國的海峽交流基金會之間已有多次的事務性對談，並秉持著建立互信、擱置爭議、求同存異、共創雙贏的精神，先易後難，先經濟後政治，循序漸進，務實的解決兩岸之間的問題，推動兩岸協商談判上的進展。
本文從檢視兩岸之間交流的發展中，是否有依循「先經後政」的共識來實踐。尤其從兩岸官方前五次談判的協商來看，主要焦點還是在經濟和民生議題方面，並且也逐漸地帶動兩岸之間文化教育議題上的談判。從接續的談判議題來作觀察，是否真的有符合目前雙方政府的共識來邁進，並且也有符合新功能主義中主要的必要條件。
