國軍官兵偏差行為問題,一直是部隊最大的隱痛,也是軍中心理輔導人員亟需長期面對與挑戰的難題。國軍官兵個人因為情感、人格、交友、生活習慣等問題,以及軍事環境制式的訓練、幹部管教失當、領導技巧欠佳、缺乏專業輔導能力等因素,造成部隊官兵適應不良、人際失調、感情問題、酒藥毒癮、暴力犯罪、自殺逃亡等偏差行為。國防部更針對官兵自殺預防工作,頒布「軍中自我傷害防治計畫」,強制要求基層部隊心輔人員,每年必須實施自殺防治「密集教育」及「個案諮詢」服務,並藉由心理輔導人員,對新進及一般官兵進行自殺行為的「危機處理」教育,以改善軍中官兵心理適應的問題。本研究的目的在探討國軍心理輔導效能之評估研究,以資料包絡分析法進行統計分析國軍心理輔導效能。本研究結果:由DEA得到之效率值及各變數所得之訊息,可知有1個DMU之心理輔導成效為強勢效率;3個DMU之心理輔導效率值介於0.9與1之間,為邊緣無效率者;8個DMU之績效管理成效效率值低於0.9,為明顯無效率狀態。
