國軍軍官基礎養成教育辦學成本與成果效率評估之研究

A Study on the Costs and Outcome Evaluation of the Military Officers School

摘要


本研究運用動態網絡資料包絡分析(Dynamic and Network DEA)及麥氏生產力指數(Malmquist Productivity Index, MPI),一次性考量多面向與跨期間之效率,並探究學校中間資源效率轉換過程與時間動態趨勢,以國軍軍官基礎養成教育2007至2015年投入之成本與產出之成果,建構「成果效率」與「成本效率」實施績效評估,藉由評估結果探討資源分配合理化與效益最大化,研究結果可有效整合軍事教育資源,並提供相關決策單位與學校作為績效改善之參考。研究結果發現造成各軍事院校整體績效落差原因,主要來自於人力與校地舍面積使用效率及退學生浪費成本。此外,進一步觀察時間動態發現,各學校成果效率呈現逐年上升趨勢,而成本效率則呈現微幅衰退,由此可知各軍事院校對於「成果效率」的努力;然而在「成本效率」方面,各學校則應重新檢視資源配置效率問題。

Dynamic network data envelopment analysis and the Malmquist productivity index were used to consider the comprehensive cost and output efficiency of education programs for military officers in Taiwan, thereby exploring the efficiency and time dynamic trends in the conversion process of intermediate resources in a military school. The results of the cost and output of education investment in the basic education of military officers from 2007 to 2015 will be evaluated and the effectiveness of their inputs and outputs will be explored to find out the rationalization of resource allocation and the maximization of benefits. The results of this study can serve as a reference for effective integration of military education resources and for relevant decision-making units and schools to improve their efficiency. The results showed that the low overall performance attained by each military school was mainly attributable to the utilization efficiency of labor resources and school grounds, and to the cost expended by expelled students. The inter-period observation further revealed that the outcome efficiency of each school increased gradually each year, whereas the cost efficiency decreased slightly. This indicates that military schools have endeavored to improve their outcome efficiency. Regarding cost efficiency, the schools should reexamine their resource allocation efficiency.
