本研究旨在以人力資源資訊應用套裝系統導入的觀點,探討及建構有效的人力資源資訊系統評價指標與模式。隨著網路技術為企業運作模式帶來劃時代的變革,人力資源部門開始將選、用、育、留作業流程標準化與資訊化,以提昇部門生產力及服務品質,並降低成本與提高員工的滿意度。因此,結合資訊技術發展而成的人力資源資訊系統(human resource information system, HRIS),已逐漸受到企業界重視,成為不可或缺的管理工具。本研究藉由文獻整理及6位專家深度訪談,從系統建置歷程、系統特性、組織特性、系統供應商競爭力及員工滿意度等五大觀點,建立評價構面及指標項目。利用Delphi研究法,諮詢及整合17位專家對人力資源資訊系統評價指標的看法,以AHP研究法分析各指標的權重關係。設計「人力資源資訊系統評價指標」問卷調查表,進行預試,歷經信、效度考驗,再以中華徵信所「2008年版台灣地區企業名錄」為目標母群體,採問卷調查法進行驗證及瞭解受試企業已導入HRIS使用之滿意度。最後發展人力資源資訊系統評價量表及建構常模,並依研究結果提出具體的結論與建議,提供企業人力資源人員未來評價HRIS時之參考。
The purpose of this study is to analyze and develop an effective evaluation index of a Human Resource Information System (HRIS) from the perspective of importing an HRIS application package. Along with innovations of the operational model affected by information technology, human resource departments have begun to standardize and digitize the process of selecting, staffing, training and retaining in order to improve productivity and quality as well as to reduce the cost and enhance employee satisfaction. Therefore, business corporations have gradually realized the importance of integrating information technology into the human resource information system. Based on a literature review and an experience survey with six Human Resource experts, this study initially develops five evaluation criteria: system developing process, system characteristics, organizational characteristics, supplier competitiveness and employee satisfaction. Using the Delphi method and giving the weight of each criterion from the Analytic Hierarchy Process, interviews with seventeen Human Resource experts were conducted to verify the five evaluation criteria. Two questionnaires were developed: one to create an evaluation index of HRIS and which was presented to Taiwanese corporations selected from the 2008 list of corporations from China Credit Information Service. Another questionnaire was developed for the Evaluation Index of HRIS to set up the norm. These research findings will provide a reference for Human Resource departments to evaluate and select future Human Resource Information Systems.
