政府統計調查業務委外之研究

摘要


現行我國中央政府統計調查之運作係在主計一條鞭下,採業務分散、管理集中型態,各機關依業務權責辦理各種專業統計調查工作,並分別循行政系統、運用行政院主計處派駐於地方之調查人員或委託其他機構辦理。 我國統計調查工作推展之重要人力,係源於民國58年行政院主計處所成立之基層統計調查網,具有經驗豐富、地域親近性與人力適時補充之功能,對於我國統計資訊之蒐集,功不可沒;惟經過長時期經社環境變遷後,無論內部運作抑或外部制度,均衍生值得探討之問題;而因應政府組織再造,各機關均依據委外執行原則與基本精神,重新檢討各項業務,其中政府統計調查業務委外辦理之研究,亦為未來思考重點之一,爰產生本研究之研究動機。 本研究主要透過文獻分析、參與觀察與深度訪談等方法,分從競爭性、專業性、成本、績效評估(含政府監督)、風險性、公信力(含資料安全性)以及員工權益等委外評估面向,進行政府統計調查業務委外理論與實務分析,最後提出七點建議:一、經常性統計調查工作仍宜由政府自行辦理。二、政府應創造有利承接誘因,加強扶植輔導民間業者。三、進行委外效益評估應明確掌握成本完整內涵,以利比較。四、未來宜訂定統計調查業務委外全國一致性規範以資遵循。五、明確規範委外相關機制,以使委外作業順利進行。六、受託機構應建立完善資料保密措施,並納入法規管理。七、政府統計調查業務委外,應加強對員工權益之保障。

The statistical surveys of our central government, under a unified system of budget, accounting and statistics, are conducted in the form of business decentralization and management centralization. All the government organizations perform the specific statistical surveys in accordance with their business authorities and administrative systems. These organizations either mobilize the local interviewers assigned and dispatched by the Directorate-General of Budget, Accounting and Statistics(DGBAS) to carry out these surveys or outsource the businesses to other organizations. The human resources of conducting our statistical surveys are originated from field data collection network initially set up by the DGBAS in 1969 and have played a tremendously important role in data collection. Interviewers of the field data collection network have abundant interviewing experiences. They are familiar with local areas and can also cushion the shortage of manpower in time. However, the social and economic environment has been changing rapidly in the past. There are many internal operation and external system problems worthy of careful attention. As the government is undergoing organization restructuring, all the government organizations not only thoroughly review and reevaluate their business functions and performances but plan to take some initiatives on the outsourcing of government statistical surveys in the future as well. The purpose of this research is to discuss the outsourcing of government statistical surveys in terms of competitiveness, proficiency, cost implication, performance evaluation (including government supervision), potential risk, public trust(including protection of privacy and confidentiality), employee benefits and other related dimensions of evaluation on outsourcing. The outsourcing of government statistical surveys is analyzed from both the theoretical and practical points of view. This research is accomplished by means of a general literature review, field observations and personal interview. Suggestions of the research are summarized as follows:1.Statistical surveys scheduled to be conducted routinely and periodically are better carried out by the government. 2.The government is supposed to provide motivation and specialized training to private sectors on conducting the statistical surveys. 3.To evaluate the advantages and disadvantages of outsourcing of statistical surveys only under a comprehensive cost study. 4.Set up a national guideline of outsourcing for contracted sectors. 5.Clearly set up related rules to facilitate the flow of outsourcing. 6.Organizations or firms responsible for the contracted services need implement sound measures to protect privacy and confidentiality of the public. 7.The government needs to enforce the protection of the benefits of affected employees.
