Chinese Abstract

近年來氣候變遷,各種災難規模日益擴大,民眾面臨災害衝擊及危害日益嚴重。在颱洪期間將相關災害應變資訊做適切的分析、整合再利用,並快速結合現地影像,提供給決策者更準確資訊,儘早做出預防的策略,採取適當的措施,避免龐大損失,實為現今各部門所需正視的課題。為強化災害應變管理系統之防災影像應用,本研究探討現行監控影像類應用後,提出改善架構。透過影像傳輸及雲端技術,將屏東縣內多點災害潛勢監控影像,同步顯示於雲端平台,讓防災人員及民眾進行防颱應變時,可依顯示影像及早應變。本研究成果已於2016年成功應用於App-屏東防災通上,此成功經驗可供各相關部門及未來研究參考。

English Abstract

Climate change in recent years has led to the expansion of various disasters, and it has also caused people to face serious disasters and hazards increasing. During typhoon and torrential rainfall, relevant disaster response information can be analyzed, integrated and reused, and the existing geo-image can be quickly combined to provide decision-makers with more accurate information, prepared strategies as early as possible, and take appropriate actions to reduce impact losses. It is the an issue that every authority involving disaster management needs to face today. In order to enhance the application of emergency response imaging system on disaster management, this study explores the current surveillance video application and proposes solutions to improve the system framework. Through state-of-the-art image transmission and cloud technology, the multipoint disaster potential monitoring images in Pingtung County will be simultaneously displayed on the cloud platform, so that the disaster first responders and the public can monitor the images and take actions to cope with the early incidents. The results of this research have been successfully applied to an App titled "Pingtung Disaster Response Adept" in 2016. This experience can be used as the reference for relevant authorities and future research.
