運用Kirkpatrick四層次模式推行公部門訓練成效評估之研究

A Training Evaluation Study Based on Kirkpatrick's Four-Level Evaluation Model in Public Sector Training

摘要


本研究旨在運用Kirkpatrick四層次評估模式,以2010年「多元訓練技法在公部門人力資源發展運用」的研習為個案,進行系統化的訓練成效評估。藉探討研習個案的四層次評估,就訓練成效評估的實務推展,提出可供參酌之相關建議。而此研習個案的規劃辦理為立基於人力訓練發展典範轉移的觀點,期以主動參與式訓練技法之學習,轉化公務人員因應事件與處理問題的心智與行為模式,最終裨益公部門行政效能與服務品質之提升。本評估研究經問卷調查分析學員及其單位主管與服務對象等之看法,研究發現整體訓練產出在反應、學習、行為與結果等層次皆具正向成效,最後依研析所得,針對公部門的訓練規劃辦理人員,提出關於主動參與式訓練技法研習的推動,及未來訓練成效評估規劃上之實務建議以供參考。

This study adopts Kirkpatrick's four-level evaluation model as a research framework to examine training effectiveness of the workshop of manifold training techniques based on paradigm shift perspective in public sector. Recent paradigm shifts on public sector training provide an opportunity to explore effectiveness of this specific training workshop using a questionnaire survey technique to collect the data. The study subjects include workshop trainees of government personnel and their supervisors and clientele. The research findings reveal positive effects in the four evaluation levels of reaction, learning, behavior, and outcome. The implications of this study for analyzing the implementation of training evaluation in public sector training and recommendations for the future research on training evaluation of civil human resource development are addressed.
