摘要

為了解市售防曬化粧品之品質與包裝標示是否合乎規定，94年度委請各縣市衛生局，自94年2月至4月間，於當地之藥局、美容美髮材料行、美容護膚中心及化粧品量販店等處進行檢體之抽樣，共計抽樣檢體81件。結果顯示，符合規定者57件(70.4%)，不符合規定者24件(29.6%)，不符合規定產品中，品質不符合原廠規格者共6件(7.4%)，佔不符規定數之25%，其餘75%則為標示或登記之違規情形。分析品質不符合原廠規格之6件檢體中，3件檢出核准處方外成分(50%)，另3件為成分含量不符合規定。
產品未辦理查驗登記，但宣稱防曬用途且檢出防曬成分者共9件，佔總抽樣件數之11.1%。標示不符合規定者則有14件，佔總抽樣件數之17.3%。綜觀5年來之調查結果顯示，品質不符合原廠規格的部分今年度略有增加，同時，來自美容美髮材料行之產品，未依規定辦理查驗登記產品之比例，有逐年攀升的趨勢。本調查係本局之比較檢驗，已於94年6月24日發布新聞。

The object of this study is to ascertain the quality of sunscreen products. Eighty one sunscreen products were purchased from supermarkets, cosmetic stores, drug stores and department stores from February 2005 to April 2005.
The results indicated that 6 samples (7.4%) failed to comply with their specifications; three samples were domestic, two from U.S.A. and the remain one from Korea. Nine samples (11.1%) contained sunscreen ingredients but lack official license. Fourteen samples (17.3%) fail to meet the labelling requirements of regulation.
