集水區整治率評估模式之探討

Evaluation Model for Watershed Management Completeness Ratio

摘要


本研究目的爲建立一套以整治率爲評估依據之模式,作爲集水區治理規劃與評估治理目標之依據。研究過程爲應用地理資訊系統,遙感探測及全球衛星定位系統等相關技術,進行本省東部地區知本溪及美崙溪流域之各項土壤沖蝕因子的萃取,並推估其土壤沖蝕量,再配合台東,花蓮兩縣市之治山防洪計畫實施成果資料,推估這兩個河川集水區的整治率。本研究以土壤流失量推估模式估算河川集水區內泥砂生產量,及在河川集水區範圍中之防砂整治工程之泥砂控制量,進而求算河川集水區目前之防砂整治率,初步研究結果顯示美崙溪整治率已達約88%,而知本溪的整治率僅約19%。

This study establishes an evaluation model based on the completeness ratio for the planning and evaluation of watershed management. Using geographic information system, remote sensing, and global position system, soil erosion factors were first estimated to project the annual soil erosion for two different watersheds in east Taiwan. Then, with data from watershed management projects applied in the study areas, the analysis results show that the current completeness ratios are 88% for Meilun Watershed of Hua Lien county and 19% for Chihpen Watershed of Tai Tung county.
