農民學院有機蔬菜初階班訓練成效追蹤評核研究

Evaluation Research on the Effect of Basic Organic Vegetable Cultivation Training Program of Farmer's Academy

摘要


為追蹤評核農民學院有機蔬菜初階班訓練成效,調查參訓後學員農場經營能力、經營效益提升,作為農民學院訓練課程調整參考。本計畫針對2011-2013年農民學院桃園區及苗栗區農業訓練中心(以下簡稱桃園區及苗栗區)有機蔬菜初階班147位結訓學員進行問卷調查,完成93份有效問卷。調查結果受訪者背景資料呈現以男性為主(78.5%)、年輕化(45歲以下佔65.6%,平均年齡41.6歲)、高學歷(大學以上佔80.7%)及非農業相關科系(佔92.5%)等特質,參訓學員從農比率高(佔71.0%),且大部份是5年內新進農民(佔82.1%)。比較兩中心結訓學員經營效益提升無顯著差異。調查農場經營能力提升之34 問項採因素分析之結果,收斂5個重要因素分別命名為「生產管理技術」、「市場分析與品牌行銷」、「農場經營與組織運作」、「農產品品質管理」及「設施設備與資材管理」等能力。桃園區與苗栗區兩訓練中心開設有機蔬菜初階班課程對參訓學員經營能力提升的差異,除設施設備與資材管理能力達顯著水準外,其他因素均未達顯著水準,顯示兩中心之有機蔬菜初階班對農場經營能力提升訓練成效相近。參訓課程對農場經營助益認同度以有機蔬菜栽培管理4.16分最高,最低為財務管理3.23分,課程需求度以有機蔬菜田間栽培實習4.52分最高,最低為人事管理與組織發展4.04分,最需加強課程為有機農產品行銷課程。

The goal of this project is to evaluate the effect of Basic Organic Vegetable Cultivation training program and to understand participants' managerial skills and efficiency after the program in both Taoyuan and Miaoli District Agriculture Training Centers (TYDTC and MDTC). 147 participants who took the program in 2011 to 2013 are investigated, 93 questionnaires are valid. The majorities of the participants are male (78.5%), young farmers (65.6% under the age of 45 ; average age: 41.6 years old), well-educated (80.7% with college or post-graduate degrees), and non-agricultural education background (92.5%). 71.0% participants choose to be farmers after taking the program, which are mostly newcomers within 5 years (82.1%). There were no significant difference in terms of managerial efficiency between TYDTC and MDTC participants. Five important factors, as named as production management skills, marketing analysis and branding skills, farm management and operation skills, product quality control skills, and facility and material management skills, are extracted by factor analysis approach with 34 management-wise questions. There were only one factor (facility and material management skills) that shows significant differences between participants who took the program from TYDTC and MDTC. Participants who took the training program think it helps them most in cultivation management (4.16), but least in financial management (3.23). The most needed course is organic farming exercise (4.52), and the least needed course is personnel management and organization development (4.04). The course that needs to be improved is organic product marketing.
