摘要

在全球化與國家競爭之壓力下，我國積極尋求行政組織的轉型，而行政法人之創設，則屬我國有史以來最重大的變革。
日本於二○○一年大力推動獨立行政法人制度，至二○○四年七月止，已成立了107個法人組織。由於日本與我國同屬東方國家，國情與改造時機相近，該國推行之「獨立行政法人制度」，對於我國應有相當高的參考價值。因此，本文以我國行政法人制度與其作一比較分析，並就未來我國推動上可能遭遇之問題，據以研提相關因應對策，俾作為今後努力的方向。

The public administrative organizations in Taiwan are positively transformed into Non-Departmental Public Body (NDPB) to meet the challenge of globalization and competitiveness. And that is the most important change in the history of Taiwan.
Japan has established NDPB positively from 2001, and has set up 107 ones by July 2004. It is so similar in oriental cultural background, state situation and changing timing between Japan and Taiwan that the establishment experience of NDPB in Japan is highly valuable for that of Taiwan.
Therefore, this text compares and analyses the establishment of NDPB between Japan and Taiwan, and proposes the obstacles and coping strategies during the process of establishment of NDPB in Taiwan to guide the future directions.
