企業在地方永續發展扮演角色之探討

摘要

永績發展是多年來逐步形成的過程，尋求一種能滿足當前需求的發展，但不危害後代子孫滿足其需要的能力與資源。所以永續發展強調社會進步與環境保護，且二者應尋求平衡之道，而為了達成此目標，經濟上的成長乃必備的條件。故永續發展乃奠基在經濟成長、社會進步與生態平態3個基石。
任何個體、組織和國家，並非獨善其身即可永續發展。在當今全球化盛行的趨勢下，能否永續發展，必須檢視與解決地方、國家和全球性的議題，依在地的條件，著力在經濟、社會與環境3個面向中，最迫切、最切身的問題。永續發展的治理，是一個結構性的問題，必須有政府合宜的法規，以及健全有效的市場。因此，利害相關者的議合，對話與夥伴關係，是邁向永續發展的必要元素。本文根據國內外永續發展的方向，分析企業應積極參與地方永續發展的理由，並從目前扮演的角色，思考未來的角色與努力方向。
全業界在促進經濟及社會的發展，與成就國家的繁榮及富裕上，約扮演著舉足輕重的角色。過去數十年來，企業界對於科技文明之發展、技術與知識之交流、和社會族群之融合等，均有卓越之貢獻。但不可否認，在企業追求成長和發展的過程中，對於環境及生態不免產生負面的衝擊，以致於影響了現代人的生活品質，和後代子孫滿足其需要的條件。為追求一個更高福祉的永續社會，全業界應責無旁貸地充分參與地方與國家永續發展的規劃與落實。

Sustainable development is a continually evolving process, a search for forms of progress which meet the needs of today without making it difficult for coming generations to meet their own needs. Sustainable development focuses on social and environmental imperatives, and on the balance between each. Pursuit of the goal of sustainable development requires economic progress. Thus sustainable development rests on the three pillars of economic growth, social progress, and ecological balance.
Sustainable development is not possilbly achieved by a single person, organization or country. It involves local as well as global issues. We need to look for soloutions for the most serious problems in the aspects of local economy, environment and society. However, the local, national as well as global issues should be considered at the same time because of the fact of globalization. The governance needed for sustainability is a matter of framework which includes an effective legal system and sound market. The engagement of stake-holder and the dialogue as well as partnership with stakeholder are all key factors for sustainable development. Based on the domestic and global trends, the necessary reasons for business' proactive involvement in the process for local sustainable development are analyzed in this paper. The current status and future role of business for local sustainable development are also discussed.
Business plays a very important role in economic growth and social progress, which result in the prosperity of a country. In the last couple of decades, business has made an outstanding contribution to Taiwan's development. However, business is also recognized as part of the problem of environmental burden. Business can not succeed in the society that fails. It is, therefore, necessary for business to participate the implementation of the action plans for lacal and national sustainable development.
