Literature is reviewed as the basis to analyze the concept of the organizational learning on agricultural production and marketing groups. For ten years, the integration and assistance of the agricultural production and marketing groups has been the focal point on agricultural policy and the main change target for agricultural extension. However, through the process of organizational learning, promoting the organizational core capability is the essential strategy especially for small farming-scale nations under the knowledge economy era. In this paper, the meaning and types of organizational learning are explored, and the importance of developing organizational learning capability is expressed. On the basis, the organizational learning obstacles on agricultural production and marketing groups are identified. Finally, we recommend innovative learning, imitative learning, collaborative learning, and disseminated learning could be proceed under different organizational factors, like development goals, degree of commitment, and category of industry, to help agricultural production and marketing groups self-promotion. The concept of organizational learning also is served as a theoretical basis to innovate the paradigm of agricultural extension.
