台灣小規模私有林主之經營型態與合作意願之研究

A STUDY ON MANAGEMENT STYLES AND COOPERATIVE INTENTIONS OF SMALL SCALE FOREST LANDOWNERS IN TAIWAN

摘要


本研究探討私有林主之組成、經營現況及合作營林之動機與意願,方法為次級資料分析、問卷調查及現地訪談等。由於台灣既有的林業合作社自1948年開始設立以來,面臨林木價格波動與社會經濟轉型等因素,原有合作社多已停止營運。就農林漁牧普查資料分析,台灣私有林地問題在林農老化、面積過小且持續破碎化,與產權不穩定等問題。問卷分析結果,林地多長期持有且多屬繼承而得,勞動力來源以家戶為主。許多林農多有管理但較少伐木,目前絕大部分林農均未參與林業合作社及獎勵造林計畫。若私有林主欲朝向組織整合,須配合大量的技術輸出以及各類型職業背景的專業人士投入,將有助於經營合作、木材生產與森林多元化功能的發揮。

This study explores the composite of private forest landowners, the current status of their management, and their motivation as well as willingness for collaborative forest management. The methods used in the study are secondary data analysis, questionnaire surveys, and on-site interviews, etc. Many of Taiwan's forest cooperatives, established since 1948, have stopped operating, hindered by factors such as fluctuations in timber prices and the socioeconomic transition. Based on the analysis from the agriculture, forestry, fishery, and animal husbandry censuses, the problems of Taiwan's private forestlands lie in the aging forest farming population, tiny and continuous fragmenting of woodlands, and the uncertainties of land tenure rights. The results of the questionnaire analysis indicate that the nature of a majority of woodlands is long-term holding ownership which is mostly acquired through inheritance. The source of labor is prevalently household-based. It appears that many private forests are being managed but with little harvesting. Currently, most of the forest farmers have never involved themselves in either forest cooperatives or the government's Afforestation Award Policy. In terms of the attitude toward management, if private forest landowners are inclined to organizational integration, a considerable amount of specialized technical service rendered and participation of professionals with backgrounds in a variety of occupations are expected from them. Their contributions will facilitate the management of collaborations, timber production and multifunctional forests.
