摘要

美國政府資訊政策即有關美國聯邦政府提供公眾利用資訊之相關資訊政策，並且督導與管理政府資訊之生命週期，包括政府資訊之創造、收集、組織、傳播、利用與淘汰。政府資訊是政府平日施政結果之紀錄，也是政府為執行其功能所蒐集，產生與傳播之資訊。社會大眾均有權利自由使用，並可藉由政府資訊以了解政府之作為，另可提供工作與研究之資訊利用。而政府資訊之政策係用來監督管理政府資訊，使其利用更為普及與有效率。本文旨在從資訊政策之定義，美國國家資訊政策之起源與定義，國家資訊政策與政府資訊政策之關係，美國政府資訊政策之內涵與原則，及美國州政府與地方政府資訊政策之原則與推動等各方面，以探究美國政府資訊政策之全貌。其中有許多觀念與經驗足可為我國之參考與借鑑。

In United States, government information policy is a set of policies concerned with public access to government information, and the life-cycle of government information including creation, collection, organization, dissemination, use, and weeding. Government information results from the operation of the Government administration and is collected, generated and accessed for which the Government carries out its responsibilities. The people require open and uninhibited access to the government information and understand the Government administration by means of it. This article studies the government information policy in United States with these aspects covering: definition of government information policy, the original and meaning of government information policy, the differences between national information policy and government information policy, the implication and principles, of government information policy, state information policy, and local information policy in United States.
