摘要

根據臺北市政府教育局的一項調查報告中發現，北市國高中及小學學生課外讀物以「漫畫」最多，高達百分之六十六。又因為坊間漫畫書內容充滿暴力、色情，嚴重影響青少年之身心發展，因此各界紛紛要求相關單位擬定漫畫分級制度，以確保青少年身心健康。出版法於八十八年一月二十五日廢止之後，有關不良出版品之查察取締工作雖已回歸檢警機關依刑法第二三五條等相關法規核處，惟新聞局基於長期輔導出版事業發展之責，在兼顧出版自由與保護兒童及青少年身心健全發展考量下，積極輔導出版業界成立民間自律團體「中華民國出版品評議基金會」，期以「民辦官協」方式來推動圖書分級工作。為讓讀者瞭解「圖書分級制」的重要，本文特從圖書分級制之意義談起，並述明分級制推動之現況，期喚起更多社會大眾的認同，並形成共識，以全面落實這項深具意義的工作。

According to an investigation conducted by the Taipei City Government's Education Bureau, the top extracurricular reading material for the city's primary and secondary school students is comic books, with the ratio reaching 66 percent of the population. However, as comic books are full of violent and pornographic contents, they have become a great concern for those who care about the physical and psychological development of the youths. To ensure the wellness of younger generations, people from all walks of life have asked the government to formulate a rating system for comic books.After the Publication Law was repealed on January 25, 1999, the responsibility of confiscating low-quality printed materials goes to the police, as stipulated in Article 235 of the Criminal Code and other related regulations. In the meantime, as the Government Information Office has been in charge of promoting the development of the publishing industry, we are happy to help in this regard. In mind with the objectives of freedom of publication and protection of the young people, we spare no effort in assisting to establish the self-disciplinary ROC Publication Appraisal Foundation among publishers, so as to carry out the rating system in the model of public-private coordination. To give a clear picture of the publication rating system, we will first talk about the meaning of the rating system and then go on with its current condition. We hope that our efforts can get public recognition and consensus, in order to bring this meaningful system into full realization.
