The bipolar system broke down with the end of the Cold War to be replaced by multipolarity. The PRC's power gradually increased after adopting the open and reform policy; the PRC engaged itself in economic development especially after the collapse of the U.S.S.R. The PRC and Russia still need cooperation on political, economical, military and strategic affairs. In other words, it is necessary for PRC to adjust it's diplomatic policy toward Russia, so that the PRC can deal with the changes in the international framework and to engage itself in development.
