臺北帝國大學工學部之創設

The Construction of Faculty of Engineering at Taihoku Imperial University

摘要


昭和年間,日本開始進入所謂的「十五年戰爭」時期,亟需高級工業技術人才投入戰爭相關產業的研究與開發,因此展開了大學增設工學部風潮,而臺北帝國大學增設工學部,實可謂工學部增設風潮之末。因應臺灣工業化的時局需求,培養「高級技術員」與相關「研發人才」遂為第一要務。因此,臺灣總督府在1940年3月決定於臺北帝國大學增設工學部,以培養高級工業人才。為此,總督府特別委託日本工學界的權威學者丹羽重光與龜山直人來臺參與臺北帝國大學工學部的籌備事宜,並網羅臺灣島內官民權威者,設置臺北帝國大學工學部創設準備委員會,共同商討、議定創設之基本方針。最後分別針對學科種類、學生人數、學生來源、工學部與理學部之間的關係、附屬研究所的問題、招聘工學部教授之簡易方法、工學部用地之選定方針、講座等8點提出建議,其內容幾乎全被納入設置工學部的計畫中。而工學部開設之初即是依照此一理念設立「機械工學」、「電氣工學」、「工業化學」和「土木工學」4學科。臺北帝國大學於1928年創校時沒有設立預科,學生來源主要為1922年設置之臺北高等學校畢業生。但為了因應增設工學部之學生來源與水準等問題,遂自1941年4月起增設預科以因應之。臺北帝國大學工學部之增設,加上學部內容之調整,遂有文政、理、農、醫、工5學部,成為名符其實的綜合大學。

During the fifteen-year war (1931-1945) in the Showa era, the Japanese government demanded its engineering technicians to join force with the war-related industries' advanced industrial research and development. Therefore, the trend of constructing engineering faculties in universities started to spread. The construction of Faculty of Engineering at Taihoku Imperial University was the end of the trend. In order to respond to the demand of the then current situation of Taiwan's industrialization, the development of "advanced technicians" and "developed talents" was to become the first priority. Hence, in March, 1940, the Japanese Government General of Taiwan decided to establish a Faculty of Engineering Taihoku Imperial University to train engineering technicians. It especially asked the Japanese government to authorize engineering scholars Niwa Shigeteru and Kameyama Naoto to come to Taiwan to participate in the preparation of such a Faculty of Engineering at Taihoku Imperial University. What's more, it entrusted Taiwan's talents, by setting up "The Preparing Commission for the Faculty of Engineering at Taihoku Imperial University" to discuss the basic policies. Finally, it separately suggested the following eight points: (1) the subject categories; (2) the number of students; (3) the sources of students; (4) the relationship between Faculty of Engineering and Faculty of Science; (5) the problem of affiliated institutes; (6) the easy way to recruit the professorial faculty of Faculty of Engineering; (7) the chosen place of Faculty of Engineering; and (8) lectures, almost all of them were built into the setting up project. The Faculty initially set up the four subjects of "mechanical engineering", "electrical engineering", "industrial chemistry", and "civil engineering". When it was founded in 1928, the Taihoku Imperial University didn't have the preparatory course. Its main sources of admission were from graduates of Taipei High School established in 1922. In order to broaden the sources of admission and to raise students' level of education, the University established the preparatory courses since April, 1941. In addition to adjusting the contents of Faculties, and with the establishment of the Faculty of Engineering, there were then at the University the following five constituent Faculties of Literature and Politics, Science, Agriculture, Medicine, and Engineering, which made it a truly comprehensive university.
