如何在維護歷史文化價值的前題下,對歷史街區進行適當的環境改善,使其融入現代都市發展之中,已成爲當前文化地景保存與都市再生上的重要課題。有鑑於此,本研究以台南市府中街歷史街區爲例,透過深度訪談、實地觀察、模糊理論及層級分析法等方法之綜合應用,研擬一套綜合性的歷史街區環境改善評估架構,以期能營造出兼具歷史文化價值及環境品質的歷史街區。經實證分析,研究結果顯示,「改善交通與步行環境」、「強化歷史街區環境特色」及「加強社區意識之凝聚」是歷史街區環境改善的重要考量構面。透過專家及在地商家兩決策群體意見之比較,本研究也發現,專家群體較重視整體性的環境改善項目,而商家群體則較重視生活性需求及切身利益;此差異顯示出,進行歷史街區環境改善時,應重視地方多元的需求,並研擬適當的共識建立機制與配套措施,以創造多贏的環境改善成果。
How should decision makers preserve the cultural values of historical street districts while improve their environmental quality at the same time has become a critical planning issue. Using the Fu-Chung Street Historical District as an empirical case setting, this study explores two research questions: (1) How should we develop an appropriate analytical framework for evaluating the environmental improvement of historical street districts; (2) How should we compare the opinions of local business owners and planning experts in order to build consensus for the revitalization of historical streets. By incorporating research methods involving interviews, field survey, the fuzzy theory, and the AHP method, this research proposes an operational research framework for evaluating the environmental improvement of historical street districts. The result shows that ”enhancing the special place characteristics,” ”improving pedestrian environment and local transportation management,” and ”improve community consciousness and identity” are the key factors shaping the success of the environmental regeneration of historical street districts. This study also compares the perception of the importance of the evaluation elements between planning experts and local business owners, and provides suggestions for creating a win/win solution for the revitalization of historical street districts.
