歷史保存區景觀管制之研究－從英國的城鎮景觀思潮及制度發展來探討

摘要

英國由在十九世紀末即有保存的概念，往後伴隨著工業技術的進步及戰後規劃發展，歷史保存的工作更擴大到整體環境的思維，也納入了景觀規劃的手法，此時「城鎮景觀」(townscape)的發展與細部手法更為進步，亦有學者提出與歷史保存結合的論點。另外保存制度上伴隨著法令不斷的修正，在保存區的規劃工作與執行層面上，從明確的政策方向，進而累積社區環境經營的經驗，使保存區內景觀管制至今已有完整的架構。本文以英國的思潮發展來探討景觀管制手法的形成，其次由制度上來探討景觀管制如何能夠落實，以面對綜合性、多樣性、柔軟性的地域發展時代趨勢。

A concept of conservation kept promptly at the end of the 19th century in Britain. Development progress of conservation planning after the war of the industrial technology is expanded to the thinking of the integrated environment. Include of in the technique of the detail tactics progress of townscape at this moment. Some scholar puts forward and keeps the argument combined with history environment. In the revision with constant decree on the system in addition, the planning of the keeping area and execution aspect are being accumulated from the clear policy direction and experience of community's environment, the view has already to control had intact structure in the district of keeping. This text inquires into the formation of the townscape with the current of thought development of United Kingdom, and coming up the study of landscape control system and how to carry out, with the development trend of complexity, diversity and flexibility.
